Tilt Target: Impeach Bush   Bush administration foreign policy has been hypocritical since before day one.  The Bush presidential campaign pledged humility.  Instead, millions around the world protest American pre-emptive military aggression.  As Mr. Bush speaks publicly, he often makes brazen statements that would seem truer if his administration or country were substituted as the target of the assertion (e.g. "They hate our freedoms.").  It wasn't Saddam or Osama who signed away Americans civil liberties with the Patriot Act, an unconstitutional piece of legislation that must be repealed by vote or suspended by judicial decree.  Ultimately, George W.
