Tilt Target: False Pretenses
 
When Congress approved the Homeland Security Act granting Mr. Bush the right to declare war, the legislators were not made aware that the administration had already learned of North Korea's nukes.  In other words, this vote was held under false pretenses.  Senator Dianne Feinstein (D-CA) voted in favor despite her constituents' pleas which ran at more than 50 to 1 against such support.  As her hawkishness consistently exceeds that of her state's voters, she appears susceptible to a tilt approach calling for the war powers vote to be revisited.  Efforts have been made to invalidate this vote, but not on these grounds.  Raising the false pretenses argument will actually induce a tilt cascade.  How?  Prior to the vote, the public may not have known about North Koreas nukes, but members of the Senate Intelligence Committee certainly did.
