- NECESSARY RESOURCES:

- Studio production equipment, audio
and video purposes - 4 Canon GL2
mini DV cameras and tripods ($2500 ea.); 1 4-input a/v switch
($50); 1 4-channel a/v mixer ($200); 3 microphones ($300); 2
video monitors ($500); integrated 4-line business telephone system
($500 used) and installation ($250); activation of telephone
service ($250); lights, a/v and power cabling, and
miscellaneous field equipment ($1000).
- Archiving and editing workstation - 1 Mac PowerPC editing system with video (Final
Cut Pro) and audio (Cleaner streaming studio) editing
software. Specs: Dual 1GHz Macintosh PowerPC G4, 1GB Memory,
80GB Hard Drive (min), DVD-R/CD-RW internal SuperDrive, 20"
Studio Display. This will be the digital hub connecting
all studio components. It will also be used for archiving
and creating physical media (DVD/CDR) for distribution. ($6000).
Also, 1 Mac PowerBook G4. Specs: 512 MB memory, 60 GB hard
drive, DVD-R/CD-RW internal SuperDrive, Airport Card. ($2700).
Alternative arrangements, such as the pre-configured, automated,
live encoding solution provided by Online Video Service should
also be considered.

- Internet connectivity - Dedicated DSL line with 1 Mbps upstream and
downstream (est. $100/mo). Add backup line (est. $100/mo).

- Off-site streaming/web hosting - Employing two hosting services is a standard
redundancy precaution. One can be U.S. based and one should
be based outside the U.S. The foreign-based host would
ensure continued operation in the event of further constriction
of American civil liberties. Any potential streaming hosting
partner should offer a variety of scalable alternatives for live
and archived feeds with a minimum capacity of 5000 simultaneous
streams.
- STAFF:

- Senior Project Manager (Dave Berman) - will oversee creation of organizational
architecture, including outsourcing of video creation, launch
of additional radio shows and implementation of searchable text
news archive not detailed here; coordinate with umbrella group
committee on strategy and direct media team accordingly; host
of radio show. Salary: $40k/yr (neg).

- Radio Producer
- will screen calls during broadcast; coordinate guest appearances;
develop topics and necessary background materials; produce show
excerpts and promos; other work as assigned. Salary $35k/yr
(neg).

- Nightly News Anchors - two positions responsible for writing and presenting
nightly news program. Salary $35k/yr (neg).

- Nightly News Team
- two multi-talented people who would share all roles and responsibilities
including camera work, production and show preparation.
$12-15/hr (neg).

- Video Field Team Lead - will coordinate team and take ultimate responsibility
for video deliverables for weekly program. Salary $35k/yr
(neg).

- two multi-talented people who would share all roles and responsibilities
including on-air talent, camera operator, production and post-production.
These will be hourly positions and may be part time. $12-15/hr
(neg).

- Initial investment (fixed costs) for all
media endeavors: $21,750.

- Ongoing costs: $600/mo, data and phone;
$17,400/mo, payroll; assumes operating space can be arranged
at no cost.

- All costs are estimates,
subject to change and verification. All proposed technology
subject to further review. Many expenses may be acquired
via donation or through existing resources of member groups.
Planning for funding should run through 12/31/04, allowing for
involvement in the presidential election and its anticipated
aftermath.
